The guy who was getting ready to fish had parked his car beside the barriers that divide the pier from the street and that prevent motor vehicles from driving onto the pier itself. It was a good parking spot, even if it wasn’t an actual parking spot in terms of municipal ordinance or whatever. You can never find anywhere to park in New York, as everyone knows.
